To plan, organize and provide a cost-effective community-based solution in Toronto that will:
Motivate the neglected segments of our society to participate in the cleanup of Government buildings, parks, playgrounds, and other facilities in Toronto;
Create a heightened sense of civic duty and responsibility among this economically deprived group;
